Emphasizing the Importance of Implementing Code of Ethics in Maintaining Institutional Integrity

In its effort to uphold the prestige, honor, and credibility of the institution, Badan Pusat Statistik (BPS) reiterates the importance of implementing Peraturan Kepala BPS No. 7 Tahun 2013 concerning the Employee Code of Ethics. This code of ethics serves as a guideline for all BPS employees in their attitudes, behaviors, and actions while carrying out daily activities, both internally or when interacting with external parties.
As a step towards enforcing standards of integrity, professionalism, and trustworthiness, this code aims not only to prevent conflicts of interest among employees but also to advance the vision and mission of BPS as an independent and reliable national statistical agency.






Code of Ethics: 
Guidelines for the attitudes, behaviors, and actions of employees in performing their daily activities.
Violation: 
Any form of speech, writing, or actions that contradict the code of ethics.
Assembly: 
An assembly established to achieve objectivity in determining employees who violate the code of ethics.

Purpose Code of Ethics:
1. To uphold the dignity, honor, and credibility of BPS.
2. To prevent conflicts of interest among employees.
3. To realize the vision and mission of BPS.

Core Values of the Code of Ethics:
1. Professionalism
2. Integrity
3. Trustworthiness

Code of Ethics covers: 
a. Loyalty to BPS. 
b. Protecting BPS from misuse of authority. 
c. No illicit charges in performing duties. 
d. Avoiding activities that may create conflicts of interest. 
e. Establishing good working relationships with relevant external parties. 
f. Protecting confidential statistical data and information. 
g. Not providing unauthorized statistical services and information. 
h. Not acting as an intermediary for others to obtain employment from BPS. 
i. Maintaining neutrality in duties. 
j. Rejecting decisions by superiors that contradict the Code of Ethics. 
k. Respecting and serving guests courteously, promptly, and accurately. 
l. Non-discriminatory behavior. 
m. Using state funds and property in accordance with legal regulations. 
n. Avoiding cases that may tarnish BPS's reputation. 
o. Creating and maintaining a conducive work environment.

Provisions of Sanctions: 
a. The results of the trial are given to authorized officials to impose moral sanctions
b. These authorized officials covers:
1. Echelon IV : for general functional/staff below.
2. Echelon III : for Echelon IV and below.
3. Echelon III : for Echelon III and below.
4. Echelon I : for Echelon II and below.
5. Head of BPS : for Echelon I and equivalent officials.
 
c. Moral sanctions are carried out through:
1. Closed statements : by authorized officials.
2. Public statements : by the Head of BPS or designated officials, which may be delivered through official meetings, ceremonies, mass media, etc.
d. Adminstrative sanctions:
1. In addition to moral sanctions, administrative sanctions may also be imposed on employees proven guilty according to applicable laws.
2. If not proven guilty, their reputation will be rehabilitated.

As part of its ongoing commitment to ensuring transparency and accountability, Badan Pusat Statistik (BPS) will continue to monitor and enforce this code of ethics rigorously. With the establishment of the Code of Ethics Assembly to assess and address violations, BPS is determined to ensure that every employee performs their duties in accordance with the established ethical standards. The application of moral and administrative sanctions for violators, as well as the rehabilitation of reputations for those found innocent, underscores BPS’s commitment to maintaining its reputation and public trust in the data and information it produces. Through these measures, BPS hopes to continue upholding integrity and professionalism in all aspects of its operations, thereby serving the public more effectively and efficiently.
