On the first Monday of the month, 7 September 2015 BPS accept the arrival of a Head of Badan Perencanaan Pembangunan Daerah (Bappeda) of all regions in Indonesia. Their arrival is certainly to a specific agenda, namely attending the socialization of the Human Development Index (HDI) New Method. The event was officially opened by the Head of BPS, Suryamin.
Suryamin explained that this activity is the result of cooperation between Badan Pusat Statistik (BPS), United Nations Development Programme (UNDP), and Bappenas in order to strengthen the acceleration of the implementation of the MDGs (now on the SDGs, Sustainable Development Goals) in Indonesia. Besides Head of Bappeda, were present also the entire head of the provincial BPS, representatives of UNDP, as well as the invitation of the ministries / agencies and academia.
Deputy Human Resources and Culture, Nina Sardjunani, Deputy for Education and Religious Affairs Coordinating Ministry of Human Development and Culture, HR. Agus Sartono and Deputy Country Director, United Nations Development Programme, Mr. Stephen Rodriques present expressed support and appreciation to the BPS.
Suryamin asserted, HDI data provision is intended as a planning tool and evaluation of government policies. One example of the use of IPM are quite important as a basis for the allocation of funds to the region, namely the Dana Alokasi Umum (DAU). Is ideal, in this event, the Head of BPS and Head of Planning Agency concurrently sat listening IPM New Method review, which was delivered by the Deputy of Balance and Statistical Analysis, Suhariyanto. Data IPM is often a hot topic both in the area, central to the discussion of macro assumptions in the House of Representatives. HDI indicators illustrate the success of the government's development targets. For special guest Bappeda and Head of the provincial BPS are provided classes to the panel discussion in the afternoon the same day.
Nina Sardjunani emphasized that is the new of IPM is computation methods. The purpose of IPM is still the same, namely as a tool or a value that represents (proxy) measure of human development. Build human means to improve health status, improve education, lowering the gap, providing jobs, building social capital, and so forth. IPM data can be used as an advocacy tool for political policy, comparable across regions and over time.
Changes in the method of calculating the HDI is done with some consideration. Several indicators such as literacy rate (AMH) is not relevant in assessing education as a whole because it can not describe the quality of education. AMH in most areas has been high, so it can not distinguish between the level of education among regions well. From time to time, BPS always perfect methodology, to obtain a measure that is more valid and reliable.
New Method IPM dissemination activities as one of a series enliven the Day of National Statistics (HSN), which falls on September 26. Suryamin explained that HSN was not confined to the BPS. The whole community should be aware of the statistics. BPS will continue to strive to improve the quality of data to reflect the condition of the achievement of development, one of which, the data HDI.
