Indonesian government is now
ceaselessly launching programs, which are related to upgrading national
productivity in agriculture commodity, regarding one of Nine National
Development Priority Agenda known as Nawacita, which is to achieve
self-supporting food in Indonesia. Upgrading the methodology and agricultural
data collecting technique is a must to the availability of accurate and
up-to-date agricultural data, which is a basic to develop objective
agricultural policies.
Up until now, the data of harvested
area of paddy and secondary crop is collected using conventional method, which
is using list from Statistik Pertanian (SP),
based on that method, the area of harvested land is based on eye estimate by
the officer. Eye estimate method has many disadvantages, such as low accuracy
and longtime interval of collecting the data.
Statistic Indonesia (BPS) is
having a partnership with BPPT to build a more objective sampling frame and modern
report system which is used in collecting technology-based agricultural
statistic data in order to repair previous method hoping to create accurate and
punctual agricultural data. This partnership is launched with the name
“Pengumpulan Data Statistik Pertanian Tanaman Pangan Terintegrasi dengan Metode
Kerangka Sample Area (KSA)”
Implementation of KSA Survey is
started from 2017 for every province in Java Island except DKI Jakarta. In the
year 2018, KSA survey held in every province in Indonesia. This activity due by
fourth week in every month. Field survey in this activity is observing growing
phase of paddy plant in each segment. Field survey is the most important thing
to define the accuracy level of paddy production estimation and projection.
Field survey requires observer to visit 9 (nine) sub-segments at last week of
the month to observe and take photo all the subsegments. Because not all the
subsegments is located at the paddy field, it will create much geographical
problems which is make field survey much more challenging for the observer.
